I've uploaded a new version (1.3a) of the float package to 
ftp.dante.de:/incoming. This should replace the existing version in
tex-archive/macros/latex/contrib/supported. It is still a LPPL package.

This updates the float package in a number of respects, including

  - Introduces new `plaintop' float style
  - Introduces `\restylefloat*' command which will restyle floats but
    leave their caption processing alone
  - List-of-float starting code factored out (for the benefit of
    packages like KOMA-Script, suggested by Markus Kohm)
  - Adds \float at addtolists command to put something (such as extra
    vertical space at chapter boundaries) into all active list-of-float
    files
  - End-of-float handling simplified according to H.A. Sommerfeldt
